Barkley and Thomas both believe that EF deficits are at the core of ADHD. Both theories claim that all of those with ADHD have significant executive function (EF) impairments and that these are the essence of ADHD. They both argue that EF impairments cannot accurately be measured by current neuropsychological tests of EF and suggest that these impairments can be seem more clearly and validly in how individuals perform over time in the tasks in which they must manage themselves.

There are differences in the theories. Barkley believes that inability to inhibit is the primary issue with everything else linked from that. Thomas, on the other hand, believes that inhibition is just one of multiple executive functions; and one that is interactive and interdependent with, not primarily controlling, other executive functions.
